Untimely Protest against Alleged Solicitation Improprieties

The protester objected to any award of a contract under a solicitation which it claimed required equipment which was not obtainable as described in the specifications. The protest was untimely since it was filed after bid opening. An additional protest requesting that the contractor be required to comply with the contract as awarded or that the contract be cancelled and the requirement resolicited involved a matter of contract administration and was, therefore, not reviewed.
