A protester contended that "storage credits" cannot be used in determining the successful bidder and that the Air Force improperly determined that its bid for a chiller system was nonresponsive. The pretest was denied because: solicitation provisions clearly provided for award under storage credits; costs not listed in solicitation could not be considered as evaluation standards; the protest against alleged solicitation defect was untimely; the agency failure to disclose the storage credit pricing option did not prejudice the protester; use of separate bidding results to determine award was not objectionable; and failure of the selected bidder to quote early delivery dates was not significant.
