Rejection of Bid for Failure to Furnish Required Bid Guarantee

The protester objected to the rejection of its bid because of failure to furnish the required bid guarantee. The rejection of the bid was proper notwithstanding the allegation that the protester's bid package did not include the page containing the bid guarantee provision. The omission was apparently inadvertent, and the protester should have been aware of the omission since the cover page called attention to the clause allegedly not included.
