The protester objected to the award of a contract on several bases. There was no legal evidence that the protester's proprietary data was disseminated to other offerors prior to the award. The possibility that the low offeror was "buying in" was not a proper basis to preclude the award. The record provided no basis to conclude that the award was not in accord with the request for proposals. Although it was improper for the agency to allow the low offeror to increase its target price, reopening of negotiations was not recommended.
