Protest against Ambiguous Solicitation Specifications

The protester objected to the rejection of its proposal as nonresponsive. The protest was denied since the record showed that the proposal did not meet the specification requirements and was otherwise regarded as undesirable when evaluated in accordance with the award criteria. Although the solicitation specifications were ambiguous and it appeared that the procurement should have been formally advertised, the award was not disturbed since the protester was not materially prejudiced by these deficiencies.
