Determination of Nonresponsibility of Small Business Firm

The protester objected to the rejection of its bid and the finding by the agency that the firm was nonresponsible. The contracting officer's determination that the small business firm was nonresponsible and the Small Business Administration's refusal to issue a Certificate of Competency were not matters for review by GAO.
