Protest to Rejection of Technical Proposals Found To Be Unacceptable

Two companies protested the rejection, without negotiation, of their technical proposals submitted under the first step of a two-step procurement. The proposals were properly rejected since their deficiencies made them unacceptable, and the proposals could not be made acceptable without major revisions.
