Allegation That Contractor Is Nonresponsible

A company protested an award made to a competitor who allegedly bid using the protestor's die and material without permission. Affirmative determinations of responsibility are within the judgment of the contracting agency and are not considered by GAO. The protest was also untimely. (SW)
