The Assistant Secretary for International Organization Affairs of the Department of State requested an opinion as to whether a former employee may be granted an extension of his present period of employment with the International Labor Organization (ILO) without losing his reemployment rights and other entitlements. The employee may not retain these benefits if the period of employment is extended since the United States has terminated its membership in the ILO, and the entitlements are authorized only for employees transferred to international organizations in which the United States participates.
