Living Quarters Allowance

AN Accounting and Finance Officer of theU.S. Air Force, requested a decision with regard to a claim by a locally hired Greek employee for a living quarters allowance while employed at Aviano Air Force Base in Italy. The Staff Judge Advocate held that, since the employee applied for the vacancy, the transfer was not management generated, and the employee was not eligible for the living quarters allowance. That opinion appears to be overly restrictive and the case should be referred to Air Force Headquarters to determine whether the allowance should be granted as a recruitment incentive.
