Reconsideration was requested of the denial of their claim against the Department of the Army for flood damage to their property arising from the construction of a levee by the Corps of Engineers. A tort claim denied by a federal agency may not be reconsidered by GAO. Government liability for flood damage requires a showing of inevitably recurring inundation.
