The protester objected to a grantee's decision to reject all bids received and to negotiate on price only. The grantee did not have to revise the specifications and readvertise the procurement since the grantee had determined that the specifications constituted its minimum needs. The grantee's affirmative determination of responsibility was not reviewed since the conditions for review were not present. Buy American Act provisions do not apply to contracts made by grantees.
