Protest against Multiple Awards

The low aggregate bidder protested the award of separate contracts to itself and another company for two different items in the solicitation. The solicitation contained no provision that award would be made only to the bidder who submitted the low aggregate bid, and neither of the two companies included an "all or none" type of restrictive limitation in its bid. A valid contract existed between the agency and the protester, and no basis existed for granting relief to the protester. (SW)
