The protester alleged that there were several irregularties related to the low offeror's bid which should preclude them from receiving the contract. Allegations that the proposed awardee was not responsible and was not a "regular dealer or manufacturer" were not consideredSince the bid contained an unconditional commitment to furnish the required articles, the bid was responsive. The mere fact that the bidder entered into a post-bid-opening agreement to obtain needed resources was not reason in itself to reject the bid unless the effect of the agreement was to cause the effective transfer of the bid to a nonbidding entity.
