Highlights

The protester objected to the rejection of its bid, sent by regular mail, as late, alleging that the late receipt was due to mishandling at the installation. There was no documentary evidence available to indicate when the bid was initially received at the Government installation and, therefore, it could not be determined whether the bid's late receipt in the bid opening office was due to Government mishandling.
