The company claimed reimbursement of proposal preparation costs pursuant to an earlier decision with regard to the procurement. The claim for proposal preparation costs was allowed since the agency action was unreasonable and reasonable certainty existed that the claimant would have received the award except for the improper agency action. Since the claim included nonallowable items, there was no basis to determine the amount to be reimbursed. The claimant may submit the necessary documentation to the agency for resolution.
