Administrative Leave for Blood Donation

A Finance and Accounting Officer, Department of the Army, requested an advance decision with regard to the authority of the Army to grant excused absence without charge to annual leave or loss of pay to an employee to allow him to serve as a regular blood donor for a period of several months. The granting of administrative leave for blood donation purposes is a proper exercise of administrative authority.
