A former Vietnamese employee of the Department of the Army in the Da Nang area claimed compensation for a biweekly pay period ending December 6, 1971, and for the Tet bonus for the period January 1, 1971 through December 6, 1971, stating that he never received the payments. The Army was unable to locate the claimant's pay records for the period and the claimant was unable to provide any documentation in support of his claim. The claim was not allowed since there was no evidence which clearly established liability on the part of the Government.
