Resolicitation of Bid under Small Business Set-Aside

The low bidder on a solicitation under a small business set-aside, who was determined to be nonresponsive, protested resolicitation after the contracting officer determined that the contract could not be performed under the small business set-aside provisions. The bid was properly determined to be nonresponsive since it did not meet small business set-aside provisions; when these provisions were withdrawn the proper procedure was to resolicit.
