The protester alleged that a solicitation for patent services was unduly restrictive of competition. The agency's determination to procure both foreign and domestic patent services under a single solicitation was not disturbed since there was no clear showing of unreasonableness. The preclusion of a particular offeror from procurement did not render the specification unduly restrictive since the specifications reflected legitimate agency needs.
