Protest against Rejection of Late Bid

The protester objected to the rejection of their bid which was late due to mishandling by the Postal Service. The late bid was not considered for award since pertinent regulations permit consideration of a late bid only when sent by registered or certified mail or when late receipt was due solely to mishandling by the Government after receipt at the Government installation. These circumstances did not apply in this case.
