The protester alleged that a solicitation for the rehabilitation of a central heating plant contained provisions which were unduly restrictive of competition. The protest was untimely since it was filed more than 10 working days after receipt of the formal initial adverse agency action. The protest that the awardee did not meet solicitation experience requirements was denied, as the contracting agency stated that the experience was sufficiently relevant to the concerned project.
