Protest of the Award of a Contract under a Request for Proposals Issued as a Negotiated Small Business Set-Aside

A company protested award of a small business set-aside contract for janitorial services and alleged procedural defects in issuance of the set-aside. The set-aside of all contracts of a particular type was not inconsistent with the authorizing statute, nor was the decision to make the contract a 100-percent set-aside objectionable. The use of negotiation procedures in lieu of small business restricted advertising was also not objectionable.
