Protest against the Rejection as Untimely of Telegraphic Modification of Bid

The protestor claimed that the National Guard had received its bid modification by telephone before bid opening and, therefore, the modification was not untimely as charged. The proper officials did not receive the actual telegram before bid opening; protest was denied. (SS)
