The protester objected to the evaluation of its technical proposal and to the award of contracts to competitors. Based on review of the voluminous record of the technical evaluation, including the assessment of the technical risk associated with the protester's fixed-price proposal, GAO concluded that the Army's technical assessments were rationally founded. A fixed-price contract may be awarded to a higher-priced, but technically superior, offerer.
