Determination by the Small Administration to Deny Certificate of Competency

A company protested a determination of nonresponsibility by the contracting officer and subsequent denial of a certificate of competency (COC) by the Small Business Administration (SBA). GAO does not review determinations by SBA to issue or deny a COC.
