Entitlement of Military Member to a Monetary Allowance and to a Dislocation Allowance

The Disbursing Officer of the Marine Corps, Camp Pendleton, California, requested an advance decision with regard to: (1) the entitlement of a member to a monetary allowance in lieu of transportation for dependents' travel; and (2) payment of a dislocation allowance incident to travel by the member's dependents to the home of selection after the issuance of retirement orders which were later canceled at the member's request. Although the member requested the cancellation of his orders, the Government was under no obligation to accept and apparently did so for the convenience of the Government. This entitled the member to dependents' travel allowances. However, the member was not entitled to a dislocation allowance in connection with the move.
