The protester objected to the award of a contract, arguing that the awardee's technical proposal should not have received a favorable evaluation and contending that the awardee had a conflict of interest and that an acceptable product could not be supplied at the low price offered. In view of the offeror's stated experience, the agency could reasonably rank the awardee's proposal as most favorable, and the agency had a reasonable basis for concluding that a conflict of interest would not exist. The record suggested that the awardee possessed unique advantages which permitted a substantial cost savings without resulting in an inferior product.
