Procurement Procedures and Award under Small Business Act Contested

A company protested enforcement of a moratorium on proposed Air Force contracts issued by the Administrator of the Small Business Administration (SBA) which barred future entry into Small Business Act, section 8(a) program by any firm not determined to be eligible to participate. Determinations concerning procurements made under the Small Business Act are properly made by contracting activity and SBA; GAO will not consider the protests.
