Relocation Expenses Incident to Transfer

An Authorized Certifying Officer of the Civil Service Commission, requested a decision on the propriety of payment of an employee's relocation expenses incurred prior to official transfer. She may not be reimbursed until it is shown that there was a clearly evident administrative intention to transfer her when expenses were incurred and the agency determines that her move was incident to the transfer.
