National Academy of Sciences: Applicability of Armed Services Procurement Regulations to Independent Research and Development Reimbursement

The President of the National Academy of Sciences requested a decision on the recoverability of independent research and development costs incurred in its contract work for the Navy. Such expenses are recoverable to the full extent compatible with Federal procurement policies to which the Academy agreed to be bound.
