Request for Rescission because of Invalid Contract Award

A protestor sought the rescission of the contract claiming it to be invalidly awarded since the contracting officer was allegedly on constructive notice of the mistake made by protestor in computing and submitting bid. The contracting officer does not have to investigate the responsibility of a subcontractor, so he was not on constructive notice in this case.
