Protest Against Location of Contract Performance, Best and Final Notification, Proposal Revision, Type of Contract, and Evaluation Factors

A contract award for operations analysis and computer services was protested. The protest that all testing of computer software performance had to be performed onsite was denied; solicitation did not explicitly say so. An objection to the lack of a best and final notification was rejected. Despite an assertion to the contrary, the protester was informed and had an opportunity to revise the proposal.
