Non-Federal Procurement

A protest was made to procedures used in procurement of insulation for an electric powerplant by a corporate body. The procurement funds were borrowed from the Rural Electrification Administration, and it was neither Federal procurement nor one involving Federal grant funds. Therefore, GAO would not review the matter.
