Awardee's Failure to Acknowledge Solicitation Amendment

Bidder protested that awardee failed to acknowledge a solicitation amendment and was thereby nonresponsive. Non-acknowledgement was minor informality without effect on competitive standing of bidders. Protest was denied. (DJM)
