A company protested that all offerors were not treated equally during the conduct of benchmark demonstrations outlined by the agency. The protest was untimely because it was filed more than 10 days after the grounds for the protest were known. Although an offeror with a benchmark deficiency was allowed to submit a best and final offer, the facts were not prejudicial to the protester since the award was made to a third offeror who successfully passed the benchmark.
