To fly between points in the United States and points outside the United States between midnight and 6 a.m., a traveler must use certified air carrier per the Fly America Act. An agency, therefore, may grant brief administrative leave for acclimatization rest at the destination. To fly between two points outside the United States from midnight to 6 a.m., a traveler may use noncertificated service to nearest point that connects with a certificated carrier.
