The claimant protested the award of a contract by a private association for the insulation of the association's electric generating plant. However, procurement by the Colorado-Ute Electric Association, Inc., using funds borrowed from the Rural Electrification Administration, was neither Federal procurement nor procurement involving Federal grant funds, and was not reviewed by GAO.
