The original Turner-Caldwell decision held that employees improperly detailed to higher grade positions for extended periods, without an approved extension, are entitled to retroactive temporary promotions and back pay from the 121st day of such details. The current decision also affirmed Marie Grant ruling which held that Turner-Caldwell was applicable on a retroactive basis subject to the statute of limitations.
