Highlights

The claimant protested the rejection of its proposal which arrived at the procuring office after the designated time for the receipt of proposals. The protest is timely since it was filed within 10 working days of the date when the grounds for the protest became known. However, the proposal could not be considered for award since it arrived at the procuring office the day after the time for receipt of proposals, even though it was delivered to the contracting agency's mailroom prior to the time for receipt.
