Bidder's Failure to Sign Bid and Limitation of "Small Requirements"Clause

A company protested rejection of its bid as nonresponsive by General Services Administration because of lack of signature of person authorized to sign. The solicitation was properly rejected as nonresponsive and not subject to waiver as a minor informality. In the solicitation's "small requirements" clause, bidder indicated he would not accept ordersof less than $50, which further rendered bid nonresponsive.
