Timely General Letter Referencing Proposal Received after Deadline Does Not Satisfy Timeliness Requirement

A company protested contracting officer's incorporation of a proposal into a timely general letter offering to comply with specifications at fixed price and delivered after proposal deadline. Amendment issued 9 days before deadline, and not extending same, sent with study for use with solicitation, did not permit accepting a late proposal.
