The protestor objected to the award of a contract to any other bidder because the Small Business Administration (SBA) expressed doubt as to the ability of the Property Maintenance Company to supply the protester with the necessary funds to undertake and complete the contract. GAO will not review an SBA decision to issue or deny a certificate of competency (COC), require the issuance of a COC, or reopen a case when a COC is denied.
