Bid Mailed Certified Five Days before Opening but Received after Close Is Untimely

Claimant protested rejection of bid as late when it was sent by certified mail less than five days before bid opening and received the day after the opening. Protest was dismissed for untimeliness; the five-calendar-day exception does not obtain here, nor was there evidence that late receipt stemmed from Government mishandling. (DJM)
