Protests against Untimely Receipt of Solicitation, Failure to Disclose Proposal's Unacceptability, Downgrading of Evaluation, and Awardee's Alleged Misrepresentation]

Award for cost-reimbursement contract for management services to minority business in Virgin Island was protested. Alleged failures of the Department of Commerce to send timely copy of request for proposals to protester, or disclose unacceptability of proposal, were not bases to question award. Protest after closing date was untimely. Contracting officer may downgrade technical evaluation panel's conclusion and exclude it from competitive range. Allegation that awardee misrepresented a commitment by local Chamber of Commerce to work with it was unsupported. (DJM)
