Protest against Cancellation of IFB and Resolicitation of Contract for Rocket Motor Fins

Hoppmann Corporation protested the cancellation of a solicitation, alleging that it was the lowest responsive bidder. Engineering Research, Inc., protested before the bid cancellation that the invitation for bids misled them and other bidders to bid on a quantity less than the agency desired. In the resolicitation Hoppmann was under bid, and it claims that this resulted from exposure of its initial bid price. The solicitation was properly cancelled because it did not adequately state the Government's requirements. The protest was denied. (SW)
