The protester alleged that award for mining equipment was improper because the successful bidder did not offer to furnish equipment meeting the specifications. Agency's acceptance of proposal deviating from specifications was improper. The protester was not unduly prejudiced by the improper award because it could not furnish technically acceptable cheaper equipment. The award was not disturbed.
