The Acting Secretary of the Interior, questioned the legal propriety of the Fish and Wildlife Service's exercising an option for a track of land, taking title and possession in the customary manner, and paying in installment payments. The Service may enter into such a purchase agreement, provided it obligates the full purchase price from appropriations available for such purposes from the fiscal year in which the options to purchase are exercised.
