Low Bidder Judged Responsive to Specification

Company protested the winning bidder's alleged deviation from specifications of invitation for bids for construction of recreational facilities at a lake. Low bid was responsive to specifications and protester was not prejudiced by deviation. Low bid may be reduced after opening.
