Two offerors protested Army's decision to allow bidder to correct mistake in the bid and the subsequent award for construction of power and communication ducts. Agency properly permitted low bidder to correct his copying error prior to award. Mistake correction did not displace other bidders, and GAO will not upset determination to allow correction even though it narrowed price differential. Contention that low bid was susceptible of selective correction because bidder omitted prices for several items and used out of date prices for others was without merit, because bidder did not claim error other than copying error and worksheets did not show intention to include costs for items or prices other than those used. Protest was denied.
